Stephen Goo, MPH, LL.M, is an investigator with the U.S. Department of Health and Human Services (HHS), Office for Civil Rights (OCR). Based in Seattle, Washington, Stephen enforces HIPAA Privacy and Security Rules, and anti-discrimination statutes, and investigates HIPAA breach events and healthcare-related civil rights complaints. Originally from Hawaii, Stephen earned his Bachelor of Science in Biology at Creighton University. He went on to earn a Master of Public Health in Epidemiology at St. Louis University, a law degree from Whitter Law School, and a Master of Laws Degree in health law and policy from the University of Washington School of Law.
